IHSAA Approves Key Changes to Student-Athlete Transfer Rules
On February 21, 2025, the Indiana High School Athletic Association (IHSAA) Executive Committee approved significant updates to Rule 19, which governs the eligibility and transfer policies for student-athletes in Indiana high schools.
These adjustments, which align with the state’s growing emphasis on school choice, introduce more flexibility for athletes transferring between schools.
Under the new framework, students transferring for the first time between IHSAA member schools within their first six semesters of high school—typically freshman through junior years—will retain full athletic eligibility.
For second or subsequent transfers, the existing eligibility rules largely remain in place.
However, a new provision allows students who return to their original IHSAA member school within 365 days of their previous transfer to regain full eligibility.
The changes aim to simplify the transfer process while maintaining accountability.
Restrictions will still apply in cases of recruiting or undue influence, safeguarding the integrity of high school sports.
The IHSAA believes these updates will reduce administrative hurdles and better reflect modern educational dynamics.

The new rules, set to take effect on June 1, 2025, have been designed in part to address legislative pressure supporting greater parental choice in education.
Discussions with school administrators are planned for April to refine the details and address concerns.
Final approval by the IHSAA Board of Directors is expected during their May 5 annual meeting.
This marks the 27th adjustment to the IHSAA’s transfer rules in the past decade, underscoring ongoing efforts to adapt high school athletics to Indiana’s evolving educational and societal landscape.
